NAME
SECTION: 1. Name of the organization: The name of the organization shall be Four Corners Wrestling Association.
PURPOSE
SECTION: 1. The purpose of this organization is to improve & promote, develop, and direct all wrestling activities in the best interest of its member clubs that will contribute to well-rounded school program that provides meaningful experiences for all participants.
MEMBERSHIP & MEETINGS
SECTION 1.
MEMBERS:
The clubs in this association include Aztec, Blanco, Blanding, Bloomfield, Bayfield, Cortez, Dolores, Dove Creek, Durango, Farmington, Kirtland, Monticello, Piedra Vista, Shiprock, Riverside Wrestling, Page, Arizona and any sanctioned club attending. Any sanctioned club has voting rights. Members missing two consecutive meetings will have to re-apply for membership at the next regularly scheduled business meeting.
Sanctioned Clubs are clubs which have been voted into the association by the members, have paid their dues and are in good standing with the Four Corners Association.
Nonmembers will have a guest weigh- in fee of $20.00 per tournament, for participants not included as a Four Corners Wrestling member.
Those wishing to become members of the association must apply before the board at the November meeting.
SECTION 2. MEETINGS
Association Meetings will be held on the 1st Sunday of November and the 1st Sunday of June for tournament draw. Special meetings will be called if necessary.
SECTION 3. MEETING NOTICE
Notice should be written including agenda and shall be mailed or e-mailed to each club 1 week prior to the meeting. Clubs wishing to have items on the agenda shall call, e-mail or write the president or Secretary in advance of the meeting.
SECTION 4. VOTING
Voting/Quorum of each sanctioned club shall have 1 vote. Each club should have only one spokesperson for voting purposes. A majority of clubs must be represented to have a quorum.
SECTION 5. RULES
Rules and Procedures shall be that of all national federation wrestling rules. No rule except weigh-in shall supersede those of national federation wrestling. Additional Rules are as follows:
(1.) Scratch weight is required for placing a wrestler into the proper weight division determined each week at weigh-ins. The definition of Scratch weight is as follows:

(1)The wrestlers weight at time of weigh in. Weigh-ins must be conducted in a singlet or t-shirt and shorts (not underwear). Faxed weight will be in increments of the 5 pound per weight divisions. Example: child weights 66 lb. on day of weigh ins he/she will wrestle at 70 lb. in their age division on day of tournament. The 1 1/2 lb. allowance is only at time of challenge. See #3 for more information.* The 1 1/2 lb. allowance will NOT be allowed at random weigh-ins at tournaments.*
(2.) Fingernails will be check at weigh-ins and shoes must be worn to wrestle.
(3.) All challenges must be made before the wrestler wrestles his first match. If wrestler’s weight is challenged at the tournament there will be a 1 1/2 pound allowance over the faxed in weight. A $20.00 fee will be required to make a challenge. This fee will be forfeited to the host school if the challenge is unsuccessful. If the participant is found guilty he/she will be disqualified for that day’s tournament.
SECTION 6. DUES
Association dues by all clubs are $ 80.00 annually. Dues give each club voting rights. Dues are also to support the Four Corners Wrestling Association with mailing expenses, equipment up keep, and donation at the end of the season to the secretary/ treasurer, ETC. (Majority voted to donate $40.00 per club to secretary) Dues will be due upon the first meeting (1st Sunday of November).
SECTION 7. EQUIPMENT
The Association will not be responsible for equipment needed to conduct practices or tournaments. Each club will be responsible for their own bout stands, wristbands, ankle bands, etc…
OFFICERS
SECTION 1. Officers of the association shall be as follows: President, Vice-president and Secretary/ Treasurer.
SECTION 2. OFFICER TERMS
Term of office will be two years. Elections will be held at the November meeting (1st Sunday of November). Election of positions will rotate so as not to have all board members changing positions at once.
SECTION 3 . OFFICER DUTIES
Duties of officers will be as follows. The president shall preside at all meetings of the association and shall perform such other duties as assigned to him/her by the member clubs. All other officers of the association shall perform all the duties incumbent upon their respective office and other duties may be assigned
By the member clubs or President.
WRESTLING
SECTION 1. GENERAL WRESTLING GUIDELINES:
- Mutual Support: The scheduling of events by member clubs should always take into consideration the safeguarding of the integrity of the association first and all others second. (Any club holding a tournament on the same date, as a regular scheduled tournament will be fined $500.00)
SECTION 2. WEIGH-INS
Weigh-Ins: Should be conducted no earlier than two days prior to Saturday’s tournament of each week. Faxes/e-mails will be sent to the responsible person(s) hosting each tournament. Wrestlers must weigh-in in a singlet or t-shirt and shorts. Wrestlers may not weigh in wearing only under garments or naked.
SECTION 3. TOURNAMENT ENTRIES
ALL WEIGHTS MUST BE FAXED OR E-MAILED BY 12:OO NOON THE FRIDAY BEFORE THE TOURNAMENT!!!!!
SECTION 4. TOURNAMENT SCHEDULE
Tournament Schedules will be handed out at November meeting. Tentative Host clubs to be decided at June Meeting.
SECTION 5 . INSURANCE
An AAU card will be required by each participant and coach for insurance purposes.
SECTION 6. BRACKETING
Each member club should pay a weekly fee of $7.00 for each participant for each tournament. Only one entry will be allowed per contestant. NO DOUBLE BRACKETING! Any wrestler bracketed into the tournament must pay the $7.00 OR $20.00 for non- association members regardless of whether they wrestle that day or not.
-Bracketing will be the collegiate double elimination bracketing system. Every attempt should be made to separate participants from the same club. There should be no more that eight competitors in any one division/weight. (Except for the year end championship tournament) Bracketing can be divided into sections at the discretion of the tournament director. Any 3-4-man bracket will go to round robin. Ties in round robin will be determined by notation on brackets. Example: a.) Head to head, b.) Most pins, c.) Total points scored vs. total points given up.
SECTION 7. DIVISIONS
Age and weight divisions will be updated each year. See attachment to bylaws.
- Tournament director with coaches’ permission can do combining weight (up to 15 pounds) and age division. (Make sure all changes are recorded on bracket).
SECTION 8. BOUT INFO
Length of Match is as follows: Divisions I & II will have 3 periods of 1:00 min. each with 15sec. rest period. Wrestlers ALWAYS start in the neutral position unless they have gone out of bounds during the match and were in the up/down postion when they went out of bounds. Overtime is as follows 1st overtime is neutral and first take down wins. 2nd overtime is a coin toss and decides winner. No points are awarded for locked hands or illegal holds but the referee should break the hold/locked hands and restart the match after explaining to the wrestlers the reason for the break.
Divisions III, IV & V will have 3 periods of 1:30 min. each with a coin toss between periods 1& 2 and a choice be given to the wrestler who wins the toss per national federation rules. No rest time between periods.
-The collegiate point system will be used for awarding points. There will be no draws. All ties will be settled with the first score winning the over time period. In the event of a tie in a round robin bracket winner will be determined by quickest pin, most pins or most points scored. *See below for additional.
-Overtime will be one minute and go till the first score.
-Double-overtime will be by a flip a coin and winner of coin toss choosing top or bottom. Wrestler choosing bottom must escape or score to avoid losing by default.
SECTION 9. AWARDS
Medals will be given to at least the top four places at each section of all divisions and weights. The Four Corners Association must approve any other awards. This includes outstanding wrestler, etc……
-All tournaments will be subject to following set schedules, criteria, and regulations.
SECTION 10. TOURNAMENT START TIMES
- Divisions I and II will wrestle from 9:00 AM to 12:00 PM
-Divisions III, IV, and V will wrestle at 12:00 PM (or as close as possible)
until completion.
-Divisions I & II will start all three periods on their feet. (Neutral position)
-Divisions III, IV, and V will follow National Federation Rules, using the coin toss and the wrestler choosing position.
SECTION 11. DISQUALIFICATIONS
Disqualification’s are at the tournament director’s or Executive Board Members (Pres,VP, Sec.)discretion. Disqualification may be to any participant, coach, spectator or parent(s) for un-sportsman like conduct. The tournament director/ Board Member may also give out Yellow Cards. (More info in Article VI)
SECTION 12. COACHES MATSIDE
1. Only two coaches per contestant will be allowed on the mat.No one else will be allowed on the mat. Division 1 and 2 parents may purchase wristbands the morning of the tournament for $10.00 per band per tournament. The two people in a corner rule will be in effect regardless of whether parents have a wristband or not. Division 3-5 parents will not be allowed to purchase wristbands.
Only coaches wearing a Four Corners Wrestling Association lanyard will be allowed on the floor through out the day. All coaches will be designated by their respective clubs and must have the lanyard to go mat side. The two people per corner rule will still be in effect at all times during the tournaments.
Parents, spectators, siblings, etc… MUST REMAIN IN THE STANDS AT ALL TIMES. Parents who buy wristbands for division 1 and 2 wrestlers can accompany their child to the mat to wrestle but must return to the stands as soon as the match is over. YOU CAN NOT REMAIN ON THE FLOOR FOR ANY REASON. Also, two people per corner means two people on the floor for the wrestler. Whether you are physically in the “corner” or not the wrestler is allowed only two people on the floor for him/her. This includes standing behind the coaches or adjacent to the mat.
Coaches with lanyards will be mindful of the people in the stands so that they can see their wrestlers. Coaches not coaching need to stand against the wall or sit down so as not to obstruct the spectators view. “Coaches” will be limited to 2 coaches per club plus 1 extra coach per 7 wrestlers.
Division 3, 4 and 5 wrestlers CAN NOT be on the floor unless they are wrestling. Once they have completed their match they must return to the stands. Failure to do so may result in forfeiture of future matches.
Out of association coaches will receive 1 free “Guest Coach” lanyard which must be returned after the tournament. If additional lanyards are needed they can be purchased for $10.00 each using the 1 per 7 wrestler rule. If they have less than 7 wrestlers they can only have “1” lanyard.
Parents who chose not to comply with these rules will be awarded a yellow card and asked to leave the tournament .
SECTION 13. TOURNAMENT WEIGH-INS
Weigh-Ins at tournaments will be at the host team’s discretion. Wrestlers must weigh-in wearing their singlet or the clothing they are wrestling in that day.
SECTION 14 . NON-ASSOCIATION MEMBERS
Insurance cards for new teams will be presented at the time of weigh-ins. All non-association clubs must weigh-in at the tournament before wrestling begins, show proof of AAU card(s) and pay a $20.00 fee per wrestler. See weigh-ins rules for more.
MISCELLANEOUS
-Association teams will send insurance roster to Sec. /Tres. Of the association.
-ALL teams are to go to their scheduled tournament. You will not be allowed to go to tournament other than the one you are scheduled for.

SECTION 3. Unsportsmanlike Conduct
***Any coach, parent, or wrestler that the home team management deems to be acting in a un-sportsman like conduct shall be given a yellow card. This information will be passed onto the following: 1.) Remaining tournament’s management in a phone call or fax or e-mail. 2.) Associations President and secretary 3.) The club the participant is associated with. ***
SECTION 4. YELLOW CARDS/RED CARDS
The yellow card is a warning for un-sportsman like conduct in the eyes of the youth we are trying to mold. If the undesirable behavior is not stopped the participant(s) may be ejected from the rest of the tournament. Tournament director may also allow others on tournament management team to give yellow cards. Discussion of an illegal hold or having coaches intimidate inexperienced referees can be considered un-sportsman like conduct and can be yellow carded.
-If an offender receives a second yellow card during the season they will not be allowed to participate in the following tournament.
-If an offender receives a third yellow card they will be banned from participation for the remainder of the season.
SECTION 5. FINES
Fines will be given to any coach/ weight certifier not following weigh in regulations, as follows.
First offense is $50.00 fine.
Second offense is a $100.00 fine.
Third offense will be $150.00 fine and club can not enter kids in following weeks tournament.
All fines will go to the association and the presidents’ responsibility to implement.
If fine is not paid they will be denied coaching/club privileges.
SECTION 6. Lanyards/ Wristbands
Lanyards/Wristbands will be required as identification to go on to the mat area during any tournament. Every team will be allowed a minimum of two per team, and one per every five participants. Coaches will bring their Green Four Corners Assoc. lanyards to the tournaments and the host team will issue coaches passes based on the number of entries per club. Host team will only receive enough passes for which ever session has the greater number of entrants. (example: you have 20 entires in the am and 30 entries in the pm you will receive the passes for the pm) The morning coaches will need to exchange passes with the pm coaches.
Any other person wanting to go matside will have to pay $10.00 per band and wristbands can only be used for division 1-2 wrestlers. This money will go to the team hosting the tournament. The association will purchase the first box of wristbands and first set of lanyards. After that, each club must furnish their own. Lanyards must be printed with the Four Corners Association logo to prevent people from buying and using lanyards without the permission of the association.
Wristbands may be used for the time necessary to coach. The wristband does not allow you free reign on the floor for that day’s event. Wristbands are good for that day’s tournament only and must be purchased at each tournament. Parents using wristbands may do so for the length of their wrestlers match and then must return to the stands to wait for their next bout.
